Changes to permissions for anonymous release downloads and legacy aggregate virtual repositories were announced in January 2023: https://spring.io/blog/2022/12/14/notice-of-permissions-changes-to-repo-spring-io-january-2023

During the final brownout on January 19, an issue was discovered which impacted the Tanzu family, forcing a re-evaluation of the changes.

A working solution has been devised and will be tested during a supplemental 24h brownout, which will begin at 7pm UTC (noon Pacific) on Thursday April 27, 2023.

During this 24h brownout, Spring Releases will not be available from the repository, and legacy Virtual repositories will NOT resolve snapshots and milestones anonymously.
Only /snapshot, /milestone, /plugins-snapshot, and /plugins-milestone will resolve anonymously.
